How to delay a wav audio signal by 20 units?

I have an audio file (.wav file) which needs to be delayed so that then I can add a noise of ((rand(1,length(x)).^2000)-(rand(1,length(x)).^2000)).
Could you let me know the code for adding the delay? and also the noise.
