I want to see the editor, command window, workspace, and the current folder panes simultaneously in the same window. Matlab 32bit 2013b.

I don't use R2013b or Windows, but can't you just dock the editor (crtl+shift+d)?

You can dock and undock every pane by clicking on the down arrow in the upper right corner and arrange the layout by dragging and dropping panes.
