how to create the filter with suitable radious

How could we decide, what "suitable" means in your case? Please take the time to post any details. This would be more efficient than letting us guess what you want.

after doing filtering,some details are missing,i want to preserve those.if you can please tell me the codes of the circular averaging filtering
