Can anyone help me in developing the logic for plotting given number of non intersecting circles inside a rectangle?

I am able to plot non intersecting circles inside a rectangular region to some extent. The problem being the modification of the specific function if holes go out of the boundary. This generally happens at higher ratios of total area of circles to that of rectangle. Kindly help. The solution might require edge detection or some other image processing.
