Why am I able to modify a DOC block in a locked library without receiving a warning dialog in Simulink 6.1 (R14SP1)?

I have a locked library that contains a DOC block in Simulink 6.1 (R14SP1). I am able to make changes to the DOC block without receiving a warning that the library is locked. However, when I close the model after modifying it, the changes are not saved. I would like to be warned that the library is locked so that I can unlock it before making changes and ensure that changes are saved.

This bug has been fixed in Release 14 Service Pack 3 (R14SP3). For previous product releases, read below for any possible workarounds:
We have verified that there is a bug in Simulink 6.1 (R14SP1) in the way that warnings appear when changes are made to a DOC block in a locked library. A command-line warning appears but no warning dialog box.
There are currently no known workarounds.
