I would like to know if timer callbacks are interruptible and in which cases MATLAB functions are interruptible.

In contrast to GUI callbacks, which can be made interruptible using DRAWNOW or PAUSE commands, timer callbacks are not interruptible at all.
With regard to common MATLAB functions there are no limitations for interrupts. MATLAB functions can be interrupted between consecutive MATLAB commands. To make critical code sections safe, you would have to use mex files. This would allow to create some kind of semaphore or mutex.
