Why do I get activation error 348 when logged in as a license administrator?

I am an administrator on this Individual license. When I try to activate MATLAB either using the MATLAB Activation Client or the MathWorks License Center, I encounter this error:

ERROR: A Licensed End User is already associated with this license.

What does this error mean and how I can activate this license?

This error indicates that an end user who is not the license administrator is already assigned to this Individual license, but at the prompt asking who will use the license, the option "I will use the software" was selected. In other words, the MathWorks activation server was told that someone who isn't the end user on the license will be using the license, and this is not permitted by the terms of the MATLAB Software License Agreement.

To resolve this issue, either select "Someone else will use the software" when prompted about the user and enter the current end user's email address. Alternatively, using the MathWorks License Center, change the end user on the license:
