Plot a 2 dimensional circle in 3-d space.

Description	This routine draws a circle with center defined as a vector CENTER, radius as a scaler RADIS. NOP is the number of points on the circle.

29 Sep 2011	bsd	It does plot a circle in 3D. By default it plots the circle in x-y plane. Is it possible to plot the circle in other planes viz. x-z plane and y-z plane. BSD
