This is a basic simulation of the Regular Pulse Excited Long Term Prediction algorithm for speech co

File Information
Description	This algo was the next big thing after the simple LPC algo designed on 1984. This offers a much better voice quality than LPC with a minor increase in Bandwidth. Bitrate = 13 kbps.
