Imports IPCC climate observation data to mat

Description

Imports IPCC climate observation data (http://www.ipcc-data.org/obs/) in their ASCII .dat format into Matlab, using a 3D matrix.
Optionally rotates data so it can be viewed, replaces nodata value (-9999) with NaN and gives header information as cell.
