data_start and data_stop input arguments are optional and can be used to read parts of file

This is the one actually useful for reading the very state of the art DSA70164 wfm files. I've been trying many converters, only this works perfect!

Works well. I appreciate the outdescrip and timedata, neither of which are provided by Tek's batch converter. Y-data agrees with Teks's batch converter out to 7 decimal place. The difference, like wfm2read.m, appears to be due to casting of DimScale and DimOffset when read from the file, but I couldn't fix this nusance without a floor(1e10*y)/1e10, so I'm not sure what the problem is.
