Convert UTC to local time

File Information
Description	Converts a Matlab date vector (ie, [2008 01 01 00 00 00]) which is in UTC to a date/time string in local time. User may specify the format of the date/time string. This function uses Java classes and methods, thus it is portable and compatible with Matlab installations on all platforms.
MATLAB release	MATLAB 7.4 (R2007a)
Other requirements	Java classes text.SimpleDateFormat, util.Date, util.Calendar, util.TimeZone.
