(Revision) VPA peak amplitudes of non-stochastic physiological signal

The algorithm calculates the avg amplitude of each peak in VPA and bins.

Description

The algorithm calculates the amplitude of each peak in vag pulse amplitude (VPA) using mean-cross method and bins according to user-requested bin time length. VPA is a sinusoidal, non-stationary physiological signal commonly used as an index of female sexual response.
 
The algorithm is heavily notated and relatively brief.
