Plots a pseudo 3D vector field using pcolor for the out of plane component

File Information
Description	This function plots a slice of a 3D vector field by using the pixplot routine to denote the out-of-plane component. The magnitude of the longest vector arrow is displayed in the title. The function returns a handle to the title so it can be edited directly using 'get' and 'set' on it's 'String' property.
