Converts tachometer signal (square wave or hall effect signal) into frequency numbers. Used similar to an F-to-V converter.

I couldn't get an intelligent signal out of this function. I tried feeding it a 10Hz sine and square wave sampled at 10mS. What is the time constant? There is no explanation of what this is in the code.
