Set value for value/argument pair in varargin/cellstring.

If the argument does not exist it will be appended, if it exists it will be given the new specified value.

Ex:
args={'option1',true,'option2',false};
args = setarg(args,'option1',false);
args = setarg(args,'option3',false);

%args is now:
%args = { 'option1', false, 'option2', %false, 'option3', false }
