This is a function to test a JPEG-based encoding/decoding algorithm
This is a function to test a JPEG-based encoding/decoding algorithm and look at the picture and a respective compression ratio. Given a colored or gray-scaled image of any size and a percentage of quality you can compute the compressed vector (using entropy+huffman), compression ratio and look at how this picture would look like if compressed with the specified quality.
