This function takes a stream of A-Law (G.711 standard) encoded audio and expands it to a regular 16-bit audio stream. Specifically, it works well with the audio found in the SpeechDat dataset.

It's really just an implementation of the pseudo C-code found on the Wikipedia [1] article for G.711.
