Quick start guide to writing and understanding TLC.

Description	This tutorial is beginners guide to TLC's. The tutorial has got several example which will take you closer to TLC and their features. There is also a document on debugging TLC programs. once you have been through this guide then you can work on Block TLC and system wide TLC's.
