What version of Matlab are you using?
This looks like a very strange error message, there is no test_cif in the code .

First you have to import the .cif file, using the command like this:

MyCifTestObject = cif('cif_file_name.cif');

After this you can read out the specific fields of the cif object:

a = MyCifTestObject.cell_length_a;

This will save to variable a the a lattice constant.

I updated the file, you probably need to wait a bit to be able to download the new version. Please let me know if the problems still exists!

It is always good to check, whether you can open the .cif file with other programs!

did you rename the @cif directory? This name should be kept. Also after adding it to the search path try the following:
clear classes

The import stops while importing the Cs scattering factor table beyond stol=0.40

one of the array dimension must probably be increased. but which one?

I am using version R2013b. The problem was solved by placing test_cif.m outside the @cif folder.
I ran into another problem:

>> test_cif
Index exceeds matrix dimensions.

Error in cif/importcif (line 132)
lpVal(end,emptyIdx(1:numel(strLine(2,:)))) = strLine(2,:);

Error in cif (line 22)
obj.cifdat = obj.importcif(path);

Error in test_cif (line 4)
MyCifFile = cif('LTC3B2I9.cif');

many thanks for your help. I use the following code to test CIF input:

%to test cif input

MyCifFile = cif('LTC3B2I9.cif');
lattice_par = [MyCifFile.cell_length_a MyCifFile.cell_length_b MyCifFile.cell_length_c]

and I obtain the error message

>> cif.test_cif
The class cif has no property or method named 'test_cif'.

my knowledge of matlab is too limited to solve this. Many thanks in advance
