I thought that that was said last time, and that that was a reason
why the queue was so long at the end of the contest.  (I know that
most of the entries then, were close to the limit of 180 s, so that
startup time was not the only reason.)  The fact that Yi Cao thought
so too, must be that it was said somewhere.
