My unsubmitted program gives another solution. Both have the minimum
score 48 and 40 moves. (The solution is:
     4 2
     1 1
     6 1
     8 4
     2 2
     4 2
     6 4
     8 4
     3 1
     8 4
     6 3
     8 4
     4 2
     8 4
     4 1
     3 1
     5 3
     8 4
     2 2
     8 4
     4 1
     5 2
     2 2
     4 1
     5 2
     5 3
     2 2
     2 3
     6 3
     8 3
