Try this:

Right-click on the .EXE file for any program choose Properties, then
Compatibility. Check the box that says "Run this program in
compatibility mode for:" and choose an older version of Windows from
the drop-down. Your options go all the way back in time to Windows
95.

Not sure if it works, because I don't even have the chance to install
Matlab 6.5 under Vista.
