Anyone:
Can we assume that although the target is not always 
monotonic it is generally increasing.  Put another way, can 
the target be a random sequence of integers?

Algorithms could be very different to reach the following 
targets:
[ 1  2 3 4  5 6 6 7 8]
[ 1  2 3 1  2 3 1 2 3]
[14 12 1 9 16 2 5 1 9]
