From the license agreement:

Prices are per unit, listed in U.S. dollars, valid for program
installation and use in the U.S. or Canada only, and are
subject to change without notice.

I don't know why the price is so much more in Europe. The discrepancy is big 
enough that it probably turns away customers. In addition, if your company is 
transatlantic, the Europeans will ask the Americans to use something else 
since they will not be able to share the code.
