Did you try searching the Matlab folder for "lcc*.*"?
Mines is at: 
	C:\Program Files\MATLAB\R2008a\sys\lcc\bin

I'm not using lcc.exe. 
I'm using the free Microsoft Visual Studio Express 2008.
Instructions in Matlab Central for using the 2005 version are still valid.
