No, this only applies to mex files, and the only issue is whether MATLAB 
even considers the possibility that foo.dll might be a mex file when you 
type "foo" at the command line or in an M file.  Currently it does, but in 
future it will not.  It has no implications to the use of dll's for any 
other purpose.  For example, you can have a mex file that loads any dll's it 
needs, no problem.
