Thank you for providing that algorithm, I am still trying to fully understand it.  For example, how would you modify it for m~=n?  For example,

m = 3;
n = 2;  % or
%m = 3;
%n = 4;

vct = npermutek(0:m,n);
vct = vct(sum(vct,2)<=n,:);
