why you call it Math lab? it is called MATLAB?  I do not see an 'h' here

Matlab has a toolbox for neural network 
http://www.mathworks.com/products/neuralnet/ so it might make life easier 
for you. Unless there is something like this in C. But it is easier to do 
graphics and plots in matlab.
