Does anyone where whether a Space Time Adaptive Processing
(STAP) Matlab Toolbox (or routines) exists anywhere?
Is there a site somewhere for all things STAP?

Yes it does exist two different set of toolboxes. They seem to be
withdrawn from the internet though.

MATLAB now has a Phased Array System Toolbox, which supports STAP. There is functionality for angle-Doppler response, SMI beamforming, and DPCA (both adaptive and non-adaptive).
