Local Spectral Histogram

Hi,
I encountered a problem of developing "local spectral
histogram" of an image which is very effective in
segmentation of both "texture" and "non-texture" images.
Unfourtunately, I tried to contact authors of the paper
but they totally ignored me. the paper is entitled "Image
and Texture Segmentation Using Local Spectral Histograms".

I hope someone could figure out how to extarct that kind
of histogram as it seems as "black box" for me. thanks in
advance
