Possibly the easiest ways is to use some software like
Grads to convert the data and then read it into ML. Or
to write a MEX interface to existing BUFR i/o libraries
such as BUFRDC or EMOSLIB from ECMWF:

If you take the latter path I would be interested in knowing how you get on. Incidentally, we did a similar thing for GRIB (and NetCDF), cf.
