No, winqueryreg can only be used to read registry keys, not modify
them. AFAIK there is no way modify a key from Matlab other than by
writing your own mex file.

There are some command line registry editor tools available (reg.exe etc), so my best bet is to download one of those and then call them from MATLAB using the ! operator.
