search and save values

I have a file m, containing 2 columns of data (time and water elevation peaks) of variable length, and which is a subset of a much larger file, J (8760*4).

What I would like to do is use m(time) to find the same time value in J and then extract the row of data that correspond to the time value.

Any suggestions on hot to do this.
