First what you need is a *good* patent lawyer, to determine which parts of JPEG 2000 you
can use for what purpose. Parts of JPEG 2000 are patented. For some of those patents,
the patent holders have released clear public statements of what they consider
acceptable free use of the patent; for others of the patents, there -are- clear
statements but they aren't publicly available and tracking down the patent holders
can be difficult. And for other parts of JPEG2000, the patent holders have registered
claims that *something* in JPEG2000 infringes their patent, but they are refusing
to say what until they find the right "deep pockets" to sue for the (alleged) violations.
And then there are the companies that have (or believe they have) patent claims
affected by JPEG2000 but they haven't informed the JPEG committee of that fact yet
(and they might not even have noticed the infringement yet.)
I happen to work for the government of a country. The terms of my contract and
patent law in the country do NOT protect me (personally) from patent infringement
claims, not even ones "in good faith. So you won't find ordering the (expensive)
JPEG 2000 reference or working on any portion of the code -- not unless
I receive I written order from my superiors directing me to do the work and
to compensate me in case of accidental patent infringement, or not unless
the whole mess were to be handed over to our lawyers and -they- investigated
and sent back a clear report about what the various (conflicting) patents
on JPEG 2000 meant.
If JPEG 2000 had been written entirely by a single organization, then we
would have an entity that we could get a clear statement from, or which we
could license from, but as it is, the way JPEG 2000 was put together, I haven't
yet found anyone or any site willing to make firm statements about what
we can or cannot do with it. :(
