Thread Subject: Cell and matrix complex operation

 need to make a program for cell and matrix operations
i need to use the cell and matrix elements indices to make a certain operation:

i need this to be applied to a complete cell just like the one below:
a={[2 5;6 4] [7 4;6 8];[3 9;4 7] [2 1;5 9]}
and if we refer to the internal matrices indices with (x,y)
we would refer to the cell indice with (m,n)
and we need to do the following operation for each separate element in the cell and matrices with relation to their own indices:
 b(x,y)=a(x,y).^((x+m)/(y-n)*y)
we need this to happen without use of (FOR, IF, WHILE, or any other loops).
i need your help with this harder case which will make me a great benefit
