How can Normally-open valves (pressure control, directional valves) can be realised using SimHydraulics Toolbox?

It depends on how you parameterize the corresponding block. You can use the
initial openings parameters to set the appropriate values, or if use the "by
area vs opening table" or "by pressure-flow characteristic", you can include
the normally-open characteristics in the data used to paarmeterize the
valve.

In R2009b, there's a whole bunch of new 4-way directional valve
configurations. Have a look at the doc for more info:
