Dears all,
I've a color in Lab format

L=69
a=30
b=71

if I fix L value to 30. How can I find a and b values of the colour
since they do not change in a linear way?

I'm completely confused by this question.

In your example color, L is 69, not 30. So what do
you mean by "fix L value to 30" ?
