Hi Ryo,
If you are using the digitalio with your digital ports on the USB 6009 then you would digital outputs that 0 ( 0V) and 1 (5V) (This is automatic).
I tried to measure them on a oscilloscope and saw the voltage to be around 1.8 V as well but with a multimeter it showed the correct value ( this maybe due to impedance mismatch).
The best way to measure would be set the multimeter to check for logic level (low or high).
If you want to send analog voltage then you should consider using analogoutput.
