Hi,
I am new to matlab and want to do a regression: y = c + b1x1 + ... + bnxn.
How can I specify c to take a predefined value like c=0.2 and get estimates of b values ?

It is simple. Make a regression of the function
   b(1)*x(1) + ... + b(n)*x(n) = y-c
