how to move lines upward, which are currently covered by a surf?

Hi -

I like to draw province boarder lines on the top of a mesh figure. However, the lines are hidden behind the mesh figure.

How to move the lines upward?! Thanks.
Note: I do not want to use FaceAlpha.
