Why do I receive a License Manager Error -103 when running MATLAB 6.5 (R13) on Windows Vista or newer?

When I attempt to run MATLAB 6.5 (R13) on Windows Vista or newer, I receive the error:
ERROR: license manager error -103

The latest version of Windows that MATLAB R13 officially supports is Windows XP. Running on anything newer is considered unqualified and there is no MathWorks approved fix to this error at the moment.
