Why do QUERYBUILDER, SPTOOL, and CFTOOL fail to open in MATLAB 7.0 (R14)?

In MATLAB 7.0 (R14), I cannot use the QUERYBUILDER, SPTOOL, and CFTOOL functions. When I call them from the command line, they fail to appear, but do not give any errors.

This has been verified as a bug in MATLAB 7.0 (R14). As a workaround, please make sure that the MATLAB Web Server is not running, and then try to launch the tools.
