converting two cells into one

I have two cells :
a = 4
8
b=
the
be
How do I make them one cell . ? ie.
c=
the 4
be 8

Consider following code:
a={'4'; '8'};
b={'the' ; 'be'};
spaces={' ' ; ' '};
c=strcat(b,spaces,a)
