Do I need Linux operating system in my computer to communicate with RFSoC FPGA ZCU111 and Qorvo Small cell RF Front End board via Ethernet?

Hello Altruists,
I am using ZCU111 RFSoC FPGA evaluation board from Xilinx. I am connecting small cell RF front-end board from Qorvo.
However, I am not being able to connect the board to the local computer (which is running Windows). I have followed proper methodology , that is, connecting UART port. boot from microSD card, ethernet cable etc.
So, do I need a Linux operatring system based PC to communicate with the boards?
Any suggestions would be highly appreciated. Thanks in advance.
