How do I get the URL from an internet shortcut?

For example, I might have an internet shotcut called 'google.url' in my current folder, how do I get the URL 'https://www.google.com/' from that?

In simple cases, it is a text file that you can pull the URL= out of.
However... as soon as you open it with Windows Explorer the first time, Windows Explorer converts the file into a different form in such a way that the text is still present but is ignored after that. If you ever modified the properties of the shortcut then the text might not match what actually happens when the file is opened, and it becomes notably more difficult to find what the actual properties are.
