@eben no, there never was, and there is not.
You CAN sometimes get a license from your school, where your school has essentially paid for it, because they have many students who will need it. Not free. But maybe it seems free if you did not need to pay for it.
As well, you can get a TRIAL license, valid for a short time, and then it will go away unless you buy it.

You will need to buy the toolbox; https://www.mathworks.com/products/simpower.html
If you do not have a current version of MATLAB then you will need to bring your MATLAB (and Simulink) up to date before being able to purchase that toolbox.
There has never been a free version of that toolbox.

There has never been a free version of MATLAB.
To get a free copy of MATLAB, you can either win one of the various Mathworks contests, or you can get a job at Mathworks.

If you are a student, there is a possibility that your university provides MATLAB licenses -- but not all universities do this. It is common for Universities to expect students to buy their own licenses.
