I retired and my professional version license has expired. I deactivated my 2016b version. I have tried to uninstall my personal machine copy of MATLAB 2016b including "run as administrator" but the uninstaller disappears after displaying the "Uninstall" progress bar.
I can't launch the Matlab 2016b without a license.
I need the 4Gig back. Don't want to spend 8 hours trying to figure this out...

This is the public forum mainly supported by voluntary Matlab users. Publishing your phone number is a bad idea. You cannot expect that other users call you.
Maybe you want to contact the official Matlab support. You find the link on the bottom of this page.

I had a crash during an installation and could not uninstall Matlab afterwards. Then installing it again repaired the files and a proper uninstalling worked.
You can find some general uninstall tools in the net. If you tell us, which operating system you are using, a suggestion would be easier.
