how to calculate the contrast improvement index for a color image 256*256*3

CII= Cproposed/ Corignal. where C is the average value of low contrast measured with 3*3 window as max-min/max+min
i have the matrix of original image as 256*256*3, and same for proposed image. now how can i calculate the CII
