Not sure what cipher is being used in this problem I got given, can someone help?

So I've been trying to find the cipher, the key, and just random meanings within the code for three days now, and I have no idea what I'm doing. I've tried decoding it with the most common ciphers, and some less common ones too. If you know anything at all about what the key could be, or what type of cipher it is, I would really appreciate it, as I'm going insane trying to solve it right now.
